Road traffic injuries and fatalities are a major public health concern in the Dominican Republic (DR). Despite efforts to improve road safety, the number of deaths and injuries remains high.
According to recent World Health Organization (WHO) statistics, the Dominican Republic has one of the highest road traffic fatality rates globally, with 27.4 deaths per 100,000 people. This places the country 12th worldwide and the highest in the region. Additionally, around 35 per cent of these fatalities are linked to alcohol use, underscoring the urgent need for targeted interventions and stricter measures to address impaired driving and improve overall traffic safety.
On 18 November 2024, President of the Dominican Republic, H.E. Mr. Luis Abinader, signed Decree 656-24, formally declaring road safety a national priority and initiating the development of the National Road Safety Plan 2025–2030. This comprehensive plan, developed by the Instituto Nacional de Tránsito y Transporte Terrestre (INTRANT) in collaboration with key stakeholders from all sectors, sets ambitious goals to reduce road traffic fatalities by 2030, in line with the target set in the Decade of Action for Road Safety.
To support the National Pact's initiatives, enhance education and awareness, foster a culture of responsibility, and reinforce the ongoing commitment to reducing road traffic fatalities and injuries, the United Nations Institute for Training and Research (UNITAR), INTRANT, and Pernod Ricard signed a Memorandum of Understanding (MoU) to establish a partnership in addressing this critical issue. This joint collaboration includes expanding the reach of the Autosobriety Training Programme to Prevent Drink-Driving and making it a requirement in licensing processes to further reinforce responsible behaviour behind the wheel.

It will introduce the Autosobriety Training Programme, a key initiative aimed at addressing the risks of drinking and driving, while facilitating discussions on the roles and contributions of various road safety actors, including government agencies, private sector representatives, academic institutions, civil society, and media. By bringing these stakeholders together, the event will encourage dialogue, knowledge exchange, and coordinated action to promote safer roads.
A central goal of this initiative is to support INTRANT in strengthening its institutional capacity to fully manage and sustain the Autosobriety Training Programme. By equipping INTRANT with the necessary tools, resources, and expertise, this effort ensures the long-term continuity and effectiveness of the programme, allowing it to expand its reach and impact across the country.
The collaborative efforts of UNITAR, INTRANT, CIFAL Dominican Republic, and LMD in organizing this event underscore a shared commitment to advancing road safety in the Dominican Republic. By uniting key actors and reinforcing multisectoral cooperation, the event will contribute to the national and global road safety agenda, aligning with the broader goals of the Decade of Action for Road Safety and the SDGs.

This full-day, in-person event will bring together key road safety stakeholders to foster collaboration, share expertise, and drive action toward safer roads.
A key component of the event will be a panel discussion featuring keynote speakers, including road safety experts from UNITAR, Dominican Republic, Ecuador, and Mexico. The discussion will emphasize the urgent need for road accident prevention, focusing on the goal of reducing traffic fatalities and injuries by at least 50 per cent. It will also highlight progress made under the Global Plan for the new Decade of Action, demonstrating how multi-stakeholder initiatives, such as the Autosobriety Training Programme, align with global road safety objectives.
Additionally, regional priorities will be examined, drawing on lessons learned and best practices from implementing the Autosobriety Training Programme within the Latin American context. The event will also feature insights from media and communications partners, underscoring their pivotal role in raising awareness and driving advocacy efforts.
The relaunch of the Dominican Republic’s Escuela Nacional de Educación Vial (ENEVIAL) presents a significant opportunity to provide a targeted training for 30 civil servants from diverse fields, equipping them to serve as trainers in Autosobriety and Road Safety. This initiative aims to expand the programme’s reach, ensuring that more road users gain essential knowledge on the dangers of drinking and driving and reinforcing commitments to reducing traffic fatalities and injuries.
The ToT session will incorporate a mix of lecture presentations and immersive simulations. Participants will engage in a hands-on learning experience through a VR simulation that vividly demonstrates the impact of alcohol consumption on driving performance providing a powerful, interactive understanding of how impairment affects reaction time, coordination, and overall driving ability.
